Description:
The NATO Information and Communication Agency (NCI Agency) in The Hague, The Netherlands, is seeking a Desktop Application Software Developer to work on the development of new capabilities for NATO.
The developer will support the full software development cycle of TOPFAS, including implementing and reviewing software changes, supporting front-end and back-end services, bug fixing, stability improvements, documentation creation, and test case implementation.
The work will be done remotely accessing NCIA engineering facilities, collaborating with a team using an Agile approach with multiple sprints.
Deliverables include completing 7 sprints for TOPFAS software development by the end of 2024, with the possibility of additional sprints in 2025.
The contractor will participate in daily status update meetings, sprint planning, and other meetings using electronic means, with a requirement to use the camera feature at all times.
The task order will be active from October 7, 2024, to December 31, 2024, with an option for continuation in 2025.
The work will be classified up to NATO SECRET security level, and all documentation will follow NCI Agency templates.
The contractor may need to travel to other NATO sites, with travel expenses reimbursed according to the NCIA Travel Directive.
Requirements:
Active NATO SECRET security clearance.
University degree in Computer Science/Engineering or equivalent.
Over 10 years of experience as a Software Developer, with at least 5 years in C#.
Strong experience in Microsoft desktop (WinForms) application development.
Proficiency in C# and third-party UI frameworks like DevExpress.
Solid understanding of async programming, multi-thread applications, OO principles, and patterns.
Familiarity with Microsoft stacks, Git version control, and basic SQL Server knowledge.
Experience with HTML5, JavaScript, CSS3, Azure DevOps, and test automation tools like Playwright.
Excellent communication and presentation skills in English, ability to work in a team, collaborate in a diverse environment, and a growth mindset.
