Description:
The position is for a Senior Software Engineer specializing in COBOL, contingent upon award.
The role is remote and full-time, supporting the Headquarters Accounting Reporting System (HQARS) within the Defense Finance and Accounting Services (DFAS).
The candidate will modernize and maintain critical financial systems, ensuring their stability, security, and modernization.
Responsibilities include the design, development, integration, and maintenance of COBOL-based financial applications on Unisys mainframes.
The candidate will apply advanced software engineering principles to optimize system performance and ensure compliance with DoD cybersecurity policies (DoD 8140.03).
Participation in all phases of the software development lifecycle (SDLC) is required, focusing on requirements analysis, system evaluation, testing, and acceptance (IV&V and DT&E).
The role involves working in a collaborative Agile environment and adhering to CMMI practices.
Responsibilities also include technical documentation, reporting, and stakeholder communication.
The candidate may serve as a Task Leader, overseeing project execution and ensuring service quality.
Requirements:
Proficiency in COBOL development with hands-on experience in COBOL programming for enterprise financial applications is required.
Mainframe expertise is necessary, specifically in Unisys Mainframe ECL and QLP, to ensure system stability and optimal performance.
The candidate must meet DoD Manual 8140.03 requirements for cybersecurity workforce qualification and system security standards.
Experience working in Agile development practices is essential, contributing to iterative development and process improvement.
Knowledge of Capability Maturity Model Integration (CMMI) methodologies for software development and quality assurance is required.
Familiarity with DFAS financial systems, DoD regulations, and accounting data processing is necessary.
The ability to analyze, evaluate, and integrate software components for improved efficiency and performance is required.
The candidate must be capable of preparing technical reports, system documentation, and stakeholder briefings.
US Citizenship and IT-II Public Trust clearance are mandatory.
