Description:
The Data Engineer will play a crucial role in advancing the CDC Foundation's mission by designing, building, and maintaining data interfaces for a public health organization.
This role is aligned to the Workforce Acceleration Initiative (WAI), a federally funded program aimed at helping public health agencies improve their information systems.
The Data Engineer will work within the Public Health Information Systems (PHIS) division under the Los Angeles County Department of Public Health (LA DPH).
Responsibilities include delivering the architecture needed for data generation, storage, processing, and analysis.
The Data Engineer will collaborate with HL7 SMEs, data content experts, analysts, data scientists, data modelers, warehouse architects, IT staff, and other organization staff to design and implement solutions that meet public health agency needs.
Projects include transitioning legacy disease surveillance and laboratory information management systems into a unified platform, improving electronic case reporting (eCR) and Electronic Lab Reporting (ELR), refining data ingestion from hospitals, and transitioning a data pipeline pilot to production on Azure.
This position is eligible for a fully remote work arrangement for U.S. based candidates.
Requirements:
A Bachelor's degree in Computer Science, Information Technology, Data Science, or a related field is required.
A minimum of 5 years' experience in a healthcare IT environment focused on development utilizing HL7 is necessary.
Knowledge of healthcare industry standards and regulations relating to data privacy and data security is essential.
Experience developing solutions utilizing HL7 v2, CDA, FHIR, and healthcare code sets (e.g., LOINC, SNOMED, ICD-10) in a production setting is required.
Candidates must have experience building solutions following implementation guides and specifications like ADT, ORM, ORU, etc.
Proficiency in SQL and one or more mainstream programming languages (Python, JavaScript, C#, Java, etc.) is needed.
A good understanding and implementation knowledge of integration-related requirements in messaging, networking, and security is required.
Familiarity with APIs, Web Services, REST, XML, JSON, and OAuth is necessary.
Strong understanding of relational database systems (e.g., MySQL, PostgreSQL, Oracle) is required.
Experience with engineering best practices such as source control, automated testing, continuous integration and deployment, and peer review is essential.
Experience with cloud computing platforms across Microsoft Azure, AWS, or GCP is required.
Familiarity with agile development methodologies, software design patterns, and best practices is necessary.
Outstanding interpersonal and teamwork skills, along with the ability to develop productive working relationships with colleagues and partners, are essential.
Experience working in a virtual environment with remote partners and distributed teams is required.
Benefits:
The salary range for this position is $103,500-$143,500 per year, plus benefits.
Individual salary offers will be based on experience and qualifications unique to each candidate.
This is a grant-funded, limited-term opportunity with a position end date of June 30, 2025.
The position allows for a fully remote work arrangement for U.S. based candidates.
