Description:
Bixal is seeking a Senior Software Engineer to support the Secure, Performant, Reliable, and User-Centered Experiences (SPRUCE) IDIQ contract with the Department of Veterans Affairs (VA).
This role will enhance the Veteran Transition Experience, ensuring transitioning service members (TSMs) and recently separated Veterans (RSVs) can access VA and cross-agency benefits.
Responsibilities include designing, developing, and maintaining secure, high-performance web applications and services for VA’s Transition Experience initiatives.
The engineer will architect scalable, cloud-based solutions that integrate with VA systems, APIs, and data sources.
The role requires adherence to VA’s Technical Reference Model (TRM), Federal Information Security Management Act (FISMA), and other compliance standards.
The engineer will implement automated testing, CI/CD pipelines, and DevSecOps best practices for robust software delivery.
Collaboration with Product Managers, UX Designers, Data Scientists, and Government Stakeholders is essential to translate business needs into technical solutions.
Leading Agile development teams in two-week sprint cycles to ensure timely delivery of high-quality software is a key responsibility.
The engineer will advocate for best practices in software development, security, and accessibility (Section 508 compliance).
Participation in peer code reviews, technical documentation, and knowledge sharing across teams is expected.
The role involves developing and optimizing integrations with VA Master Person Index (MPI) and ensuring seamless API connectivity between VA and external systems.
Security best practices, including identity management, encryption, and authentication protocols, must be implemented.
Compliance with OMB, NIST, and VA cybersecurity policies is required to maintain data integrity and security.
The engineer will support Federal Identity, Credential, and Access Management (FICAM) and Zero Trust Architecture (ZTA) principles.
Other relevant duties may be assigned as needed.
Requirements:
A Bachelor’s degree and at least five years of relevant experience, or an equivalent combination of education and/or experience is required.
Expertise in modern programming languages such as JavaScript (Node.js, React), Python, Java, or Go is necessary.
Experience with cloud-based architectures (AWS, Azure, or GCP), including containerization (Docker, Kubernetes) is required.
A strong background in API development, RESTful services, and microservices architecture is essential.
Knowledge of federal IT regulations, cybersecurity best practices, and DevSecOps principles is required.
Proficiency in database design and management (SQL, NoSQL, PostgreSQL, DynamoDB, etc.) is necessary.
Strong problem-solving and critical thinking skills to diagnose technical challenges and implement scalable solutions are required.
Effective collaboration and communication skills to work in cross-functional teams and translate technical concepts for non-technical stakeholders are essential.
Leadership and initiative to drive engineering best practices, mentor junior developers, and contribute to a culture of continuous learning are necessary.
Adaptability and resilience to thrive in a complex government environment while balancing competing priorities and constraints are required.
Candidates must be able to obtain and maintain a Public Trust clearance.
